I wonder if the Elk was the creature that caused the goofiness. Perhaps another creature gazed at it, giving the elk a gaze attack that causes goofiness, which the creatures the elk attacks can spread, as well. It would be a pretty good defense, using your enemies to weaken their allies and other nearby creatures.
Now goofiness is spreading across the land- can the heroes stop it before becoming goofy themselves?!
Perhaps the Goofy Elk could be a special mount for jesters. At 6th level, the jester may summon such a beast as a mount, pack animal, and/or sidekick, much as might a paladin.
